For those of us who are constantly besieged by the depressing rhetoric of the free market fatalists, here are the responses. Let's all compile these responses so that we have something intelligent to offer.
[edit] Why Rebuild A City Below Sea Level?
New Orleans is not entirely below sea level. Often times you'll find someone who makes the argument that the City of New Orleans is below sea level. Often times, it will be a statement that includes a number, as in the case of Chris Beck, 15 feet below sea level.
Much of New Orleans is above sea level.
