What Exactly Has ICF Been Paid?
Public records requests, on the part of Frank Silvestri and CHAT, have produced the a spreadsheet with the invoices paid so far to ICF International for the Road Home Program.
I’ve embedded a two spreadsheets in this post using a program/website called EditGrid. You may not be able to see them, because they do not work in all browsers. You can still follow the links below to download the spreadsheets in any format, or view a web report.
ICF Invoices for Phase 1 and 2
This is the spreadsheet that was provided by the Road Home Program. It has been uplaoded into an online spreadsheet program called EditGrid. You can view the data in EditGrid, create your own copy of the data in EditGrid, embed the spreadsheet into your own website, or export it to any one of a dozen formats.

ICF Invoices Normalized
The above spreadsheet contains formatting. I created a normalized spreadsheet. The information from the two sheets has been merged into one sheet. It has minimal formatting. The formulas have been removed. It is simple rows and columns of data.
You can use the normalized spreadsheet for import into a database, charting or statistical software, or to use with pivot tables and charts in Excel.
This spreadsheet will be maintained with the latest updates from the Road Home Program as they are provided.
- ICF Invoices Normalized – This spreadsheet I created, contains a single sheet with phases 1 and 2 merged. It is normalized into simple rows and columns of data, with minimal formatting and no forumulas. It will be updated to reflect the latest public records from the Road Home Program.

Sums
Looks like ICF has pleanty of money left to spend. They have invoiced 169,750,539.73 of the 760,000,000.00 contract.

[...] First: the wheels are coming off the Road Home program in a truly spectacular fashion. First, Think New Orleans has some very informative spreadsheets detailing ICF’s invoices. The TP reports that the Road Home program itself is $3 billion over budget, and that private insurers will have to be squeezed for more. Let me know how that works out for you.
