You know that big earthquake in San Francisco during the World Series in 1989?

Diane Feinstein had just retrofitted Candlestick ball park to handle a much more severe earthquake in the previous year.  God bless her, it just so happened that there were tens of thousands of people in that ball park when the big one hit.  That&#039;s what mayors do, one of their main jobs is to make sure the city is prepared when disaster strikes.

Guess who&#039;s responsibility it is to evacaute a city&#039;s residents in the event of a disaster?  It&#039;s not the Feds.  All major cities in America have disaster plans, and evacuation is a part of that plan, the real disaster here being the total failure of the City of New Orleans to evacuate its residents.

They didn&#039;t even have the presence of mind to bring some freakin&#039; generators to the Superdome for Chrissakes.  What a travesty it was on all accounts, but any look at the disaster that was the response to the disaster must start at the local and state levels.</description>
