ICF Contracts

CHAT obtained copies of the ICF contracts by asking for them. These contracts and most Road Home Program documents are subject to Louisiana’s Public Records Act. Anyone can obtain copies of public records by writing to the appropriate state agency (in this case the Louisiana Division of Administration) and asking for them. You may be charged for copies or search time depending on the nature and volume of material you request. CHAT currently has outstanding a request for other documents to the state and will provide those of interest in the future as they are received and reviewed.

There is an original contract and three amendments that outline the responsibilities of the contractor, ICF and the terms of the agreement. Because these documents have not, to our knowledge been published in any previous forum, we present them here for easy public access, review and comment.

    How could blanco agree to this contract. try to find one place in this contract that says any thing about ICF getting grants to the people of La. so they can rebuild. The closest it comes is one line saying they will set up a pilot program to hand out the grants, nothing about implementing the program!!! This is huge. This contract only looks out for the rich. The contract is open ended it says 3 yrs. but if ICF needs more time they can have it. ICF is PAID BY THE HOUR, and if ICF is fired they keep getting paid for 90 days and during the appeal which could take a year or more and all sub contractors and leases will be paid by us not ICF so the millionaires who own the offices dont have to worry they get there money. While me, the little guy, can loose his house. The slower the grants go out the more ICF makes and they are not braking any laws they are just up holding the contract blanco agreed to. By law, as Governor, she alone is in charge of all contracts between the state and others. She should be in jail. Food for thought by May 2006 the S.B.A. approved 146,000 loans thats about 6 months from loan request.
